Technically yes in some cases (one layer max), but we generally don't recommend it. Re-roofing over existing shingles hides potential decking damage, adds weight, shortens the new roof's lifespan, and may void manufacturer warranties. A clean tear-off gives you the best result and the longest-lasting roof.
